    If I don't have peso coins as change, I pretty much always give the driver $1 (as opposed to 75 cents) as it's much more convenient anyway. I'm one of the cheapest people you'll ever meet but that 25 cents isn't a big deal and the driver would probably appreciate the little bit of extra change more than I would LOL. You're right, there probably are 1-2 stops other than the Revolucion one that are a (slightly) shorter walk to Zona Norte but I'm very comfortable walking on Revolucion at any time of day, even well past midnight, as it's a tourist drag and there are usually a shitload of other people around. Those other streets nearby I'm a lot less knowledgeable about so not nearly as comfortable unless I happen to be walking during the day, though during the day I'm more likely to just hike the 1+ mile from the border to Zona Norte anyway as I enjoy that walk.

    I think you should be fine based on my (limited) experience. I've never been forced to pay the fee after showing a printed FMM and valid passport. The Wednesday night before last, I was stopped by someone who appeared to be a fairly new (and young) customs official who initially did ask me to pay a $35 fee even with my printed FMM. But after briefly explaining that I've crossed numerous times in the past without having to pay and that I'd only be visiting Tijuana for a few days he let me go without me having to pay anything. Didn't have to argue with the guy or anything like that. For the rest of that week I crossed the border back to my hotel in San Diego and back to Tijuana again with my printed FMM and passport 3 more times with zero issues, I think you should be fine, though it seems that fees, whether or not you get stopped, whether your FMM actually gets stamped, etc. All varies based on the official you go through, day / time of the week, etc.

    Ok the white sprinter van to the left after getting out of the revolving gate by the vendors- over Puente El Chaparral - south on Av. Francisco I. Madero - west on Carrillo Puerto why O Tercera. I'll use Revolution where the cops and people are and cut down Primera at the arch instead unless it's daylight out. Some areas of COnstitution are sketchy like you said. Or be left off at Primera and walk to the arch at least during the day.
