    Scenario: Man pays massage "therapist" and is having sex. Cops bust in and find them in flagrante. Who gets arrested? Well, the one committing the crime, I. E. The man. Purchasing sex is illegal. Who gets sent to counseling because she's a victim of trafficking? The woman. Selling sex is legal (or at least decriminalized) and all prostitutes are victims. I don't want to be right, but tell me how that wouldn't happen under the new law?

    I may be going to Medellin for 2 weeks, starting Sept 15. That is if I get my passport back on time.

    I sent in my passport to get a passport card, early July, but they found some problems with my application and I had to redo it. They still have my passport. I tried to call them to see if I can get my passport back sooner, but there was no agent pick up.

    Decriminalization by zoning

    Taking on feminists movements and religious fanatics with their huge resources, experiences and connections in state and federal legislature may be a way too massive and difficult effort.

    It seems easier and more feasible to effect changes at local level. Local prostitution is usually selectively enforced by municipal government, driven primarily by pressure from local residents and businesses when their rights are abused and interests harmed by people and businesses associated with the sex trades. They would complain and local elected officials would have to allocate resources to solve problems within the confinements of existing laws.

    It's very well-known and accepted that there are huge needs to buy and sell sex, evidenced by an ongoing underground market worth billions every year, which inherently has lots of abuses, exploitation, crimes and wraths to people and communities. A win-win solution must involve gives and takes that offer both benefits and constraints to both sides.

    Perhaps neighborhoods blighted with prostitution and crimes would have incentives to petition city halls to confine those activities and businesses to specific vice zones where they are tolerated but isolated from homes, legit businesses, schools, churches ect, so they would not infringe upon the rights and benefits of residents and businesses, so they would stop complaining. These are the zona roja or zona tolerancia models in other countries. The vice zones would be easier and less costly for authorities to prevent crimes, protect workers, tax revenues.

    Cities with areas of high crimes, declining property values, ruined businesses, heavy traffic, street nuisances, disturbances of normal life ect like Santa Ana, LOS Angeles, Chula Vista, Sacramento may have good incentives for residents to propose concentrating vice activities into special vice zones where prostitution is not prosecuted, but supervised and levied special zone taxes.

    Experiences gained in governing these vice zones may be later used to amend state laws, if any individuals or organization ever have balls to champion the cause and put it in a ballot.
