Question about passport restriction.

Two Friends and I plan to go down to TJ in the next few weeks for some fun but two of us will not have our passports ready. I am just wondering how much of a hassles the customs guys will give us for not having our passports? I still plan to take my birth certificate and drivers license but curious how badly they may hassle us.
