    As others said, it is only for air travel. Also, it is not PCR. The antigen test, which is faster and cheaper, is fine.

    Those not carrying a passport should be given a hard time going and coming from Mexico. Deny entry to Mexico if the don't have a passport. Automatic secondary if they somehow went to Mexico. Mexico has to understand the US is not sending their best people if they don't have a passport.
