    If you're going to get news from websites like "zero hedge" or extreme left / right sources like Epoch times, you absolutely cannot just read their heavily editorialized headline. From the article itself, it's not a "zero interest home loan", it's a secondary loan for the down payment on a regular (high right now) interest loan, and you then pay 15-20% of the appreciation of the home when selling. In California you nearly always have significant appreciation on real estate, which is why they found (again, from the article) the program had a neutral or even positive effect on the budget. So it is not taking away tax dollars from citizens. For obvious reasons, California is trying to get as many people into homes and off the street as possible.
