    Sounds like the Rizo is actually a nicer place to sleep over (noise wise). Now it looks like one has to juggle whether it's more important to have a quiet sleep but have to walk across the street at night (which might not be a big deal) or put up with the noise and just go upstairs with the HK and SGs.

    My AT&T iPhone gets pretty good cell phone / data reception in Tijuana near the boarder "zona" area. I've even used it to communicate with locals via Google translate. However, you must call your phone company to disable international roaming, so your signal will always bounce off an USA Tower near the boarder. You can always ask phone company to turn it back on when you are really going aboard.
