So I think he had a right to expect more than he got for his $45 expenditure.
Chator, you were victimized by both the shifty mesero and that ratera chica. They were obviously working together to cheat clients.

All or nearly all the rooms in Cascades, HDS and Rizo de Oro have digital televisions with HDMI input jacks.

First of all, there is ONE and ONLY ONE way you can make a profit off the spread. And that is if YOU ARE THE ONE OFFERING THE SPREAD. The spread is defined as the amount between the buy and sell prices. HK does not offer a spread. Therefore, it is impossible for them to make a profit on it. Casa de cambios have a spread. Banks offer a spread. HK does not offer a spread.
HK does not get dollars at 13:1. They get pesos at 13:1. And they are LOSING a TON of money because they are not adjusting their tipo to cambio to market conditions. HK is a dollar based business. Might as well be USA Based. Their prices are dollar based and do not fluctuate. Their prices in pesos fluctuate although very rarely. So if their TdC is now 13/1, then they receive $52 mn for a beer. If they adjusted their TdC to market rates, say 14.5/1, then they would charge $58 mn. They are LOSING $6 mn for every beer they sell for pesos because their finance team doesn't know what they are doing.
Dollars in Mexican border towns are always worth less than in the rest of the world because of the dumping of drug profits. If a dollar is trading at 14.5 pesos interbank, it will trade around 14 at casa de cambios in border towns. This is due to the fact that it is illegal for a Mexican business to accept more than $100 dls in a transaction unless it is within 75 miles of the USA Border. Dollars are harder to spend in Michoacáand, Sinaloa, Guerrero, Zacatecas, than it is in Tijuana. Therefore, the cartels do not want dollars and dump them for less than market value at the border towns. That's why you see international spot rates outside the casa de cambio spread.
If HK was smart they would do the opposite of what they're doing now and charge in pesos and float the dollar. They could make millions in extra profit over the course of a few years because of the permanent arbitrage situation that exists in Tijuana.
