Your best bet is to fill it out and print it ahead of time, and take it with you when you cross on foot. If you get one of the assholes that say you need to pay a fee, then you have to make the call on how much of a pain in the ass you want to deal with.

I've read on here that some folks were having success just going through the Mexican national line with a filled out FMM, but I have no clue if that works anymore.

Yeah it doesn't make sense to pay the $25 dollar fee if it's a one day Tijuana trip and stay within the 35 km limit (read it somewhere on their website). But your right it all depends on the corrupt agent I get. I just applied for an FFM online and printed it out as a pdf. Since it was less than 7 days it was free, I think if you make it 7 or more days it directs you to a paywall.
