In general, the Zona is one of the most dangerous area of Tijuana when it comes to robberies because there are tons of gringos in the area completely unfamiliar with geography while carrying a huge amount of cash. And it is just South of druggie central of Tijuana. On the other hand, the heavy presence of the military lowers the chances of a Narco turf war breaking out, and you getting caught in a crossfire because a Narco pistol is as useful as a pocket knife when facing 8 trained Mexican soldiers in assault gear supported by 2 SAWs. So you are safe from Marco turf war shootouts, but not safe from muggings.

The rest of Tijuana is actually pretty tame and quiet. Depending on the neighborhood of course.

The Zona is safer since there is less places for the Ratero to hide. I have been in the Zona during the day in recent years and have not had any issues. But one should use due caution. The quality is the big downside of visiting the Zona during the day. Summers days in Tijuana are awful because there little breeze if any. I have heard that Kayla comes out during the day. Was in need of some action and arrived in the Zona around 6:30 pm. As I was crossing border I noticed that the pedestrian was backed up all the till the end. I was a bit surprised so asked on of the security guards and they told me that there was a concert down in Rosarito. Walked around for a bit talked Kathy by the Cascada Hotel. That part of Constitucion is much more safe these days. The police have cleaned up that part of the Zona. There is also private security office by the Alley that opened a few years back. This has deterred the ratero's as well. It is still always a good idea to be careful. Don't forget that there is siill thugs and scammers outside the Zona. Part of the problem is that the police need to do more community policing and arrest the drug dealers. I am amazed to see the people that buy drugs. Many of users are ordinary people that you would not think are users.

Primera (1st St.) between Revo. And Constitution was the problem "ratero alley" in 2002 to 2005 back when I first started reading Tijuana monger boards in 2004 and seeing where muggings were frequently happening.

But these days I read more current mugging occurrences on the east sidewalk of Constitution between the alley and Coahuila (where The Rapid Inn, Acapulo & Michocan are located) and Coahuila Ave. Between Revo & Constitution.

The west side of Constitution between between the alley and Primara (you mentioned) always looked old and sketchy, but I don't recall even one reported mugging in that specific area of sidewalk in all the time I've been reading Tijuana hooker boards. There aren't as many walkways leading back to apartments behind the businesses in that area of the sidewalk.
