In my experience the 180 day visa is good for getting through the ped line going into TJ but that's about it. Policia detaining me for the proverbial shakedown attempt only care about 2 things: a) Do I have a passport and b) How much money am I carrying. But please note that a "Permanent Resident" of the United States is not a US citizen, but instead they are a citizen of another country (but legally are allowed to reside and work in the United States). I am a citizen of the United States and many of the readers of this forum are US citizens. The rules that Bill referenced do not seem to apply to US citizens. I believe that Artisttyp is incorrect in his (above) post when he writes: "You are correct when you say US Citizens do not need a visa. " As I understand things, US Citizens are required to have visas when visiting Mexico.

I think it is nice that Artisttyp willingly shows his 180-day visa to Tijuana Policia, but I doubt it makes any difference. As best as I can tell from reports by tourists visiting Tijuana in recent years, Tijuana Policia demand valid ID, and a 180-day visa is not a valid ID. Artisttyp: do you show Tijuana Policia your 180-day visa (which I believe has no picture) and no other form of ID? I can see the 180-day visa as being quite useful in dealing with the Tijuana Policia only if you also tell them that you live in Tijuana.

I believe a person who is determined to be drunk in public has a problem that is not cured by simply possessing a 180-day visa. So I will ask my questions again:

I've been crossing into Tijuana for over a decade. Before the new port of entry, you just walked in. No passport, no visa, nothing. You were (and still are as far as I know) allowed to stay without a visa or stamp for 48 hrs or so if you stayed in Tijuana and no further than Rosarito (Since they have the new modern port of entry, if you're not Mexican, you have to go through a line and see an immigration inspector. If you're staying no longer than 3 days you have to pay for a 3 month visa. I always spend a week and sometimes months and say I'm going for the day. If ever asked by anyone (never happened during the 4 months I was there for last time), I'd say I just entered that day by car (if you enter that day on foot, you'd still have a stamp).

More importantly, are there any reports of difficulty experienced by tourists in Tijuana who are discovered to lack the proper visa?

Just about anyone who gets stopped by Tijuana Policia is asked for ID, and if they lack ID it often becomes a problem for them. But I am not aware of anyone who presents valid ID (like a passport or driver's license) being further requested to produce their visa documents.

First off, nothing to do with your post, but just to clarify things mentioned by others, you DO need to have a passport when visiting Mexico, and you have ALWAYS needed one. HOWEVER, Baja had, for many years, a special exemption from that law and everybody could come and go without one. That was done away with a few years back, and now it's a requirement. It's not terribly well enforced, but it is the law.

Second, one has always had to have a FMM, or whatever they call it. I remember "needing" one 30 years ago on a road trip to La Paz. I didn't get one, had no idea where to get one, and was never asked. But, technically, I was supposed to have one. These days they are trying to enforce it a bit more, but there is no mechanism for issuing one to private vehicle traffic. Can you imagine? The line would back up clear to Oceanside. There is no practical way to get one once you cross in a car, either. But unless you're staying for quite a while it's not worth the effort.

Now to your point about the cops. Maybe it's a new mordida technique in the ZN, I don't know. I stopped crossing on foot and only cross by car. I've been jacked up by the monkeys on a few occasions, and I write about them here and the other board. Each time they were looking for a mordida. But never, ever, in Tijuana or Mexicali, did they ask about an FMM. Drivers license, yes. Registrations, yes.
