Went to Tijuana during memorial day weekend (started Fri night and left Mon morning). Overall, it was a good weekend and had some nice Chicas that I'll share later in a separate post. After they released me and recovered my belongings, I counted my money (I had around $1200 usd). I'm not sure, but if they did take anything, it wasn't more than around $50 usd. I left it alone because I just wasn't sure exactly how much I had. It just ruined the mood for me for the rest of the night and went back to my hotel.

I'm guessing your observation is earlier in the evening? Mine was about at midnight.

Usually crossing back after 9 or 10 pm is a good time. It is often hard to tell. I crossed back around 10 pm and there was no line at all. I have been going to the hotel CeCe for awhile now. The Hotel CeCe is now my favorite hotel in the Zona. The prices are fairly reasonable. I used to go the hotel just of Nino's Hero's and the alley. Hotel is only a bit more expensive and much nicer. In room 4 they have cushion sofa that is shaped wavy. I really like that it is great for getting a BJ.
