Shanty towns dotting the hillsides around Tijuana have lots of the houses built on unstable land. BTW, that lagoon is full of putrid Mexican sewage dumped down from downtown Cancun for decades. Don't even think of dipping your feet in it.

Centro does have its drainage system which drains, along with sewage from various parts of town, into the Tijuana river. The effluence then flows out to the ocean, sometimes washes North, contaminating Imperial and Coronado Beaches with bacteria.

Tijuana's fathers have done a steady but slow job in cleaning up and improving various streets around Coahuila in La Zona with new sidewalks, medians with palm trees, and banning garbage dumps on the streets.

I am glad there is some rain to wash off the gunk and funk on the streets. The bars have invested money into paving and regularly cleaning their parts of the sidewalks on Coahuila and in the alley, but the food vendors are still dumping their waste water onto the streets.

The dive bars and roach hotels on Constitucion and Ninos have not paved their sidewalks, full of holes and uneven, broken concrete, a hazard walking in the dark at night. You can break your legs easily if you step into those holes. I would not walk those dark sidewalk at night anyway due to potential choke hold rateros.

I know that to be true in certain parts of Tijuana, but I don't remember that being a problem in the portion of Zona Norte where the street girls work.
