Cars parked in the outlet mall overnight will most certainly be towed. The mall managers get kick backs from the tow yards, so they really work on it.

You can park free on side streets behind the KFC, but Wednesday morning after 8 is street sweeping time. Read to posted signs for that. I parked my car there for a night or so no problem before.

There are lots of free parking on the street behind the Days Inn along the rail road track, leading to the parking lot behind the J I be, but I have seen a lot of broken glass every time I went through, so it's not worth the risks.

BTW, the geography is deceptive. The places I park for free on or near San Ysidro Blvd (Near the KFC or Wells Fargo) are all a 12-15 minute walk from PedWest, but they are only about 5 minutes closer to PedEast. Certainly, the closest place to park for free near PedWest is the Outlet Mall, but you're taking a chance at being towed, and I'd only risk it during daytime hours when the mall is open and the lot is crowded.
