You're' both right. And you're both wrong. The people that work in at the border crossings are CBP (Customs and Border Protection). It has been this way since DHS was formed nearly a decade ago. They do both immigration (checking your passport and assessing if you have the right to enter the country) and customs (99% of the time it is asking: are you bringing anything back from Mexico?) They will run the x-ray machine occasionally but for the most part they're looking at how you answer the "are you bringing anything back from Mexico?" question.
