They will run the x-ray machine occasionally but for the most part they're looking at how you answer the "are you bringing anything back from Mexico?" question. With one x-ray machine and up to 20 lanes of crossers, during peak times it could cause significant delays when most of the Mexican crossers are carrying nothing more than their lunch and most tourists are carrying dirty laundry. Or bust companies for importing bootleg videos. Although there are ICE guys at the port of entry, your average border crosser will not deal with them. The ICE guys tend to wear street clothes unless they're conducting a raid and then it is a vest or windbreaker with POLICE FEDERAL AGENT written on it.
