I don't think you are understanding you are in a locked quarantine for 2 weeks if they decide you were near somebody else who tested positive. For example, if somebody near you on a flight tests positive, or you share a van with somebody who tests positive, you are locked up for 2 weeks, even if you test negative.

And then you break out of quarantine. Yes, you should still be jailed. He knew the rules. If he was too immature to deal with it, he should have stayed home.

Can't argue that the punishment is unfair, if you bring it willingly on yourself in a foreign country known for not screwing around.
