How Difficult / Easy is it for a girl to get a tourist visa to the states?

A girl that I know (not a working girl) has contacted me and said she is trying to get her tourist visa to come to America, she asked me if I could send her the money so she could apply at the embassy. I told her that she was wasting her time and would be wasting my money in the process. She just lost her job at a Tire Shop, she doesn't have a college education, doesn't own a home or have any real money in the bank. I explained that once the people at the embassy look over her situation, they will not grant her a visa because she has no reason to go back to her country.

I know that in DR they have to first go to the bank and pay $100 or something to that effect before they can make an appointment for an interview at the embassy. But if your girl can't even pay that, how is she going to pay for a ticket or anything else once she arrives?

You are not claiming responsibility for anyone. You are just saying that they are coming to you as per the following example sent to me by my ex girlfriend. This was 7 years ago. Since then everyone that I have made this type of letter for has gotten a visa (I only change the name and passport number and the embassy info according to the country). That is not to say they would not have gotten one without the letter. Keep in mind that none of them were hookers nor unemployed. This particular lady sold condos in Panama. Anyway, here is the example that she sent me:

If she's begging you every day it must be the truth. What could go wrong? Perhaps it is technically a fiancé visa and it might have some silly fine print that holds you responsible for everything but she promised it wouldn't cost you.
