The majority of haitians and many of haitian ancestry born in the DR do not have cedulas or any documents. A significant number of dominicans over 18 don't have them either. Getting a cedula depends on having a valid birth certificate and many of these people don't have one.It's not just a matter of getting a replacement (which isn't easy). They never had one. There was a recent scandal involving issuing false birth certificates to get cedulas and payments were quite high - in the hundreds to thousands of dollars per certificate range. I've talked to haitian chicas who not only don't have a cedula or birth certificate but actually don't know their birthday or exactly how old they are. One of these chicas had a daughter who was a teenager and was unquestionably an adult of normal intelligence. She knew her age within a year or two in relation to her siblings but nobody tracked birthdays when she was a child and she just didn't know.
