I think I'll totally relax today, as opposed to mostly relaxing, haha.
Actually, I've gotten more than enough exercise and visited a bunch of sites, but that's not what we're here to talk about.
First off, I had my first ever meet-up with a girl from online, cupido I think. She was absolutely fantastic and I finally have 1 lousy phone number in my book.). She said it was her first time doing such a thing. Who knows? But she gave a real girlfriend experience. 18 years old (I thought she was older until I asked after the, uh, ceremonies) , big beautiful tits and a face like an angel. I considered it a bargain for 1500 pesos.
Just before that, same site, I asked a total knockout. 9 or 10, her price. I asked about a massage and more, my exact words. She asked me what I would pay. I said 1000 leaving room for negotiation. She asked if it was dollars or pesos. When I told her pesos, she asked if I was loco. I couldn't help but laugh. She wanted 15, 000 pesos! I asked her the same question and told her I could get 5 girls or more for that price. Her response was that she was beautiful. Ya know, and I thought about this later, in the US, she could probably get what she wanted. But this ain't the US. She wouldn't come down 1 peso.
Cuban cigars. I am the stoopidest of stoopid noobies and probably deserved to get ripped off. I knew nothing about cigars before I came down. The thought never crossed my mind that counterfeiting cubans is widespread, which it is. Anyway, there is a happy ending. The turista police are located on the pedestrian mall. I told my story in my broken spanish. 2 officers agreed to go to the store with me and try to resolve the matter. It was obvious they were there just to make everyone happy, not to bust the owner's chops for selling counterfeits. Which was ok by me. As a result, I got my money back.
I don't know the official name of the pedestrian mall or if it even has one. It seems that's what people call it though.
As for the mechanics of arranging to meet a beauty parlor girl. These are generally legitimate salons. They do everything a salon does plus many give massages in the back. I had a massage inside 2 of the places and the menu is somewhat limited (though you can get a happy ending) and the space was very cramped. Plus only a thin curtain separated the room from the "regular" customers. However, the girls act as touts at some of the salons and that's how I came about making deals. A quick exchange of phone numbers. I don't recall this to be the case the last time I visited. But it seems to be prevalent now. Not all girls will freelance but it can't hurt to ask.
In the 2 times I stayed at the Palacio, I never noticed any streetwalkers on the pedestrian mall above a 3, and they were few. I never once saw one at Paco's and I go there regularly. It's one of the only decent places to eat on the walk itself with reasonable prices.
The walk from the walkway to the Palacio is a short distance away from the walkway on a sidestreet (Duarte). It feels as safe as most any place late at night. The night guard at the Palacio is visible almost as soon as U-turn onto Duarte. I've yet to see any mischief on the street late at night.
Anthony Bourdain is my hero and acquaintance. [he wrote the introduction to my book. ] But he travels with lots of people.

i have only seen the policia nacional pull over new, expensive vehicles. taxi drivers have no money, the policia nacional will not waste their time on taxis.
they will not pull over cars with broken headlights, or motorcycles with no lights, or guys driving old cars in the wrong direction on certain roads, or old cars that go through red lights. the policia nacional are not looking for criminals, they are looking for rich people to shake down. the gua gua drivers drive dented and scratched up vehicles because those drivers don't care about the rules of the road, the policia nacional never pull those drivers over.
the policia nacional will pull over guys like me. 50 year old white professionals who have money and are spending money in the dominican republic. somehow in their pea brains they believe that pissing off guys like me will somehow benefit their country.
i have been driving here in the states for over 25 years, i have been stopped twice by police in 25 years of driving here (one time for a broken brake light lamp, which was dismissed when i showed a receipt for a new lamp and one time 22 years ago for a speeding ticket).
compare that to the dominican republic, on my most recent trips in dom rep, i have spent about 20 days in santo domingo. in those 20 days in santo domingo i have been stopped by the policia nacional at least 10 times. i was breaking no laws. every single stop was an attempt by the policia nacional to extract money from me.
my time is valuable and i don't go on vacation to be stopped on some busy dark street and be treated like a piece of shit, by some illiterate 20 year old policia nacional officer who is breaking my balls looking for a donation.
i can tolerate the grime, the filth, the dirt of santo domingo. i can tolerate the chicas who say they will be at some location at a specified time and show up two hours late. i can tolerate the fact that santo domingo is not teeming with beautiful chicas (there are cute chicas there but there are also a lot of dogs). i can tolerate paying 26% in taxes for restaurants and hotels (prices that sometimes compare to new york city). i can tolerate the air pollution, the horrible traffic, the bad roads and the bad drivers.
i cannot tolerate an arm of the dominican government (policia nacional) being given free reign to hunt down tourists like me for the sole purpose of trying to extract money from me.
i have encouraged other mongers to go to santo domingo. i have tried to be helpful. i will no longer recommend santo domingo. if a guy cannot rent a car and drive around santo domingo without being constantly harassed by rude, disrespectful, ignorant, threatening policia nacional, there is no point in going to santo domingo. there is nothing super special about santo domingo that outweighs the miserable conduct of the policia nacional. as i told some of the policia nacional who pulled me over, maybe they will be happy when no tourists visit santo domingo and therefore less money for the dominican government and the dominican people.

Hotel Palacio is on a side street in zona colonial, I believe you have posted before, take a side street in zona colonial at night and your ass is grass (your words). Seems to me numerous mongers on this site have stayed at the Hotel Palacio and entered that side street at night and absolutely nothing happened to them.

Nokia gives free maps for some of their cell phones, which don't need a data connection to be accessed.
Sometimes life is much easier without a rental car. You have to be careful parking it overnight on certain streets. I intend to make use of the Metro, GuaGuas and buses on future trips. Parkinsons gave a good report of the gua gua that runs between boca and santo domingo.
