It is fairly easy to find sex in Santo Domingo, either from streetwalkers, classified ads, or by going to one of the several clubs that any taxi driver will take you to. Since you are looking for "high-end" places, the slight additional cost should not be a problem.

On the map, Five Star International Sports Bar, (809) 688-1908, Ave. Independencia #626, Malecon, Santo Domingo. Has a sort of high wall around the parking area that faces the malecon, not a large rectangular sign that faces the malecon. I never went inside. The sign and walls last time I saw them, over a year ago were painted a light color. Other guys from this forum have been there.
