For accessing 8's and up, it might take a while, but you might see a couple in the malls, those are in the areas Questner mentioned. If you sit around long enough at El Conde you're liable to see a couple.
In terms of actual accessibility, Mr. E brings up a good point. Without doing it by force, which is of course highly illegal, highly stupid, and no one in their right mind would ever advocate, especially not me, one way to access one of these stunners might be to just start jabbering at her. You might be exactly what she's had in mind but the right hombre just hasn't hit on her in the past 10 minutes. Give her your number and you might just get a new chat mate! If you're tranguillo enough and have your shit together you might nail it. I don't know about bars or clubs so I can't comment, and the P4 P's I've observed top out at around 8. Jaja. (Just made myself laugh). You might try Pargue Enriquillo, good place to sit and take it all in.
Safety: The city is safe enough in my opinion, I've walked late at night and only got attacked by a pack of fucking dogs protecting their corner. One of the MF'ers actually got a nip at me before I go to the nearest pile of rocks.
Internet: If you need fiber optic speed, I don't know how available that is, or in what part. But your Internet is only as good as what the owner of the place supplied. So it ranges from one of them prepaid hotspot devices that get 1-4 MBPS if they work, to something better. Check ahead with the owner. I use my Claro data most of the time, it's not bad. Ookla just gave me 4. 2 on my apartment line and 30 with Claro. But it's after midnight.
Blackouts: I forget what it's called but there's a name for zones that are better. But that don't matter, I was in one of them and within the first five minutes the lights went out. Like Internet, it's only as good as what the owner provides. There should be back up, and if they have their shit together it will run the Aircon too.
Best neighborhood: That should answer your question, some like to be near Conde, near the Melecon, or near the malls. I wouldn't stay in Villa Mella, too far. Same with SD East, unless your main priority is easier access to Juan Dollio and Boca Chica.
Where to get Viagra: I dont know, India is a good place, best to order online ahead of time.

Hi All,
New to the forum. Heading to DR in a couple weeks. Wanted to get your feedback on the best neighborhood to stay in Santo Domingo based on the following priorities: 1. Safety 2. Internet / No Black out 3. Access to "higher quality" 8+, under 25 no kids etc.

I would suggest you let her know that you're only in the area for a few days before you go to another part of the country to check that area or meet friends. If you don't put her on a time restriction she will treat you like your time is free and unlimited (like your wallet) and only expect something for her time. A chica with long-term goals with a man on a short time vacation is a recipe for blue balls.
I would suggest setting up a short timer P4 P with no strings attach with another Chica. Next if you like go and play "date" and see how long you want to tolerate wining and dining the other chica after your balls have been relieved. Please come back and let us know how things went.

And the message is clear:
I should use dating apps, or maybe I shouldn't use dating apps. I should be straight up with girls about my intentions or I should indicate I'm interesting in a long term relationship. Or I should pick up girls off the street and in bars. Or I should use Skokka. Etc.
Ha! Not exactly a consensus! But you've given me so many leads and information to consider, I feel pretty confident that I'll have lots of options when the time comes. After all, all of these methods are working for you guys.

Planning on my first trip to the DR as the Philippines are off limits. Was planning on Puerto Plata but that cost for round trip flight there in June from ATL is over $1000 now. The cost for Santo Domingo is under $500 for a flight. I might try to do an AirBNB if not then hotel. I'm doing a lot of research as like I said I am new visiting DR. Doing Dominican Cupid so just thinking to meet a lady that would be cool to hang out with and do things with just for my first visit and get my sea legs. Just got to make sure she knows what I want from her while I'm there so she got to be on point looks and body wise. I mean I'm a 53 year old man but looks younger (black don't crack). Been reading the forums and I think I might just like visiting there. How do you get the PCR test for Covid coming back to the USA I should be good as I got both moderna shots so hopefully want get that crap. Hotels and areas for the first timer if you can provide some advice or any advice for a newbie. Thanks all.
