My experience is that the Dominican Republic is safer than both Brazil and Colombia but the DR has way more hustlers than those countries. I am generally not a trusting person but I am particularly vigilant in the DR.

Cartagena is quite safe IMHO, but the hustlers are in the league of their own. Much worse than anything I've experienced in the DR or anywhere in the world for that matter.

That's Monday through Friday. 9 pm to 5 o'clock in the morning on Saturdays and Sundays. A few hours of free transit. When the playing field level I prefer the south coast. Pelourinho, in particular, has the most crowded and safe streets in Salvador, but there are also deserted and crumbling streets and alleys with no people in sight even during the daylight. We were walking around in Pelourinho, until we saw a guy who made a no-no finger gesture at us, which was clearly understood, as we were feeling uneasy ourselves. But "completely avoiding Brazil"? That's an overreaction, IMHO. I've been to Rio more than a dozen times with no horror stories to share. Does it mean Rio is safe? No. It means you got to be careful and ready to lose a few bucks (do NOT carry more money on you that you're willing to lose).
