Spanish of course helps, because the prices you qouted are definitely tourist's prices. You should always ask for the price before getting in the taxi, if there is a radio tell him to call his base for the price, because they will often try to charge you more if they think you are a gringo. If you don't get your price be prepared to walk away and talk to another taxi, often times before you get far they will realize you aren't a typical gringo and come down on their price.

Last summer a world record was set on Juan Dolio beach, thousands of girls responded to a promotion to break a record for the biggest amount of girls in bikini.
There is a billiard saloon on Megacentro Mall (see map link). Look at how employees dress. Can I get a breast? Sorry, a chip?
