Staying in Santo Domingo for the week, bachelor party vacation. Any recommendations on strip clubs or a good place for take out?

Actually it is against the law to use your phone or drink and drive in the DR, not enforced but still against the law.

Only issue I have ever had revolved around talking on my phone while driving. Pulled over twice but no ticket.

It's the law, for many years. Like all the other traffic laws it is selectively enforced. There are lots of reasons to not play with a mobile phone while you are driving. Anyone who doesn't understand that now eventually will.

I thought it was against the law, but wasn't 100% sure.

That happened to me about four years ago and sent it to Mango. They pulled me over because they said I was looking in my cell phone. In other words I was looking like a tourist. There's no freaking law in the country that I know of as far as hands-free. A police officer told me if they see you on the telephone they know that you're probably in a rush so they would try to get what they can out of you. This is the country where you can have an open container or literally drink while you're driving with no problems. I only keep 500 pesos in my pocket and I had the rest. Do you know I made them give me 300 pesos back before I gave them the 500 pesos.
