While I agree that Santo Domingo offers way more for the hobbyist (one with balls!) Sosua has its charms. It's just a different experience, apple vs orange. Sosua has a nice beach, and is very relaxed. SD is a big unfriendly city.
They are only a four-hour bus ride apart, so my solution is generally to do both in the same trip.

That said, Santo Domingo is really a hidden goldmine. It's certainly more difficult to navigate than most mongering destinations. I concur with Grownman, but understand you will pay big to change your flight out of SDQ to POP at the last minute if that's your plan (Might be worth it considering the logistics of SD verses Sosua). Once you hit Sosua for the first time you will be hooked. Leaving Sosua as a newbie and going to SD will be a big let down. SD takes many visits to get the hang of, whereas Sosua everything finds you from the get go.
