I very much doubt, that they can track somebody down espcially if the person lives far away. I also very much doubt that they can/will get any information from a hotel registration due to data security. I work in the hospitality industry here in the D.R. and for example if you want to make a phonecall from room 1 to room 2 in the hotel where i work you will get conected to the guest service center, and in order to get conected to the other room you will have to provide the other guest's first and lastname for instance.
I don`t think it is posible that a girl shows up at some hotel lobby and is like me llamo jasmin tenia sexo con un gringo y ahora estoy embarazada, por favor que me traigan sus datos personales.
It might be different if the girl gets a lawyer involved, but at the same time i really ask myself how many girls do have the financial resources to get a lawyer involved, but again this is only my humble opinion.

Well, if she didn't know who you were, then she wouldn't be able to track you down. Perhaps if she had a lawyer on the case, she might be able to get some information from a hotel registration--I don't know.
But in most cases where visitors are having unprotected sex with a chica, there is some kind of relationship and she knows who he is. There are plently of Dominican or other Hispanic lawyers in the United States who would help her to get a settlement.
If I you got a chica pregnant and she carried the baby to term, you would have to provide financial support for the child. Anyway, surely you wouldn't disown your own child.
For 25 years my own wife did not know who her father was, and this caused her a great deal of unhappiness. Eventually she succeeded in finding out, and it wasn't a great happy story, because it turned out that he had been in the US illegally and had spent 18 years in prison. But she is now happier that she knows who she is and has discovered several new brothers and sisters. However, I wouldn't wish that fate on anyone.

If you are in a beach town then shorts and a t shirt are fine. In a city like Santo Domingo or Santiago, pants and nice shirt usually will keep you from being approached by some types of people. I'll give a few examples. I have stayed in Santiago at the hotel hodelpa centro plaza and during the day I will put on shorts and a t shirt and drive over to the pool in the hotel el gran almirante. Wearing the shorts and a t shirt in the street, I had old ladies and other people approach me asking for money. Same thing happened on el conde in zona colonial, I had on a t-shirt and shorts for the beach and I took a walk on el conde and I was approached by various people looking for a handout.
Wearing pants and a button down shirt I get approached less.

The other heads up about Santo Domingo, is about the traffic in Santo Domingo. If you stay in the area near the Riazor hotel and you want to visit venues that are not close to that area, try to visit those venues in the middle part of the day before 4pm or after 7pm at night. Rush hour traffic can be very, very slow. Try not to visit distant locals during rush hour or you will be sitting in very slow moving traffic.
From the area around the hotel riazor, you can walk to girl's house, sky house, baby dolls, foxys, la parada, el conde in zona colonial, bar 360 in zona colonial, (if you want entertainment during the hours of evening rush hour traffic).
GBP is not too far away from the area near hotel riazor, but not walking distance.

I have stayed at the Duque de Wellington. It is OK--nothing special, and conveniently located. I didn't see any sign of overt gay activity on the night I was there, but they do make small charge for guests.
They were quite helpful when a non pro girl showed up to see me when I already had two other girls upstairs with me. They sat her down to wait, and then called me in the room when the others left and announced the latest arrival.

Sexual diseases are opportunistic diseases and if you get cut while shaving the risk of getting the disease goes up. Never floss or brush your teeth before sex for the same reason. Always wear a condom during sex. Covered BJ's reduce the risk of getting a disease but BJ's are a less riskier conduct than intercourse, just don't shave etc. And the risk is reduced. I have eat lots of dominican pussy and have been BBBJ a lot of times and never get anything, even a cough.
Most studies I have read do not show significant differences of STD on sexual worker population compared to normal population, with the exception of one that showed a higher prevalence on sexual workers in some areas. But, can you define in the DR who is a sexual worker or who is a regular girl?
Is the girl I met over the internet who has an italian boyfriend that Western Union her and I have had sex with her on my recent trips a sexual worker or part of the normal population? She is a college student with a "normal" life with friends and relatives that do not know what she do with foreigns like me.
On recent times there has been an increase of girls asking me to have unprotected sex. I have analized the reason and I can only infer (but can affirm) that it is because I am meeting more of the "regular girls", girls that do not work on clubs or on the streets that are more willing to have unprotected girlfriendly sex. It do not surprise me the Essence story about the HIV guys having unprotected sex with dominican guys, as the studies mentioned before show must people do not change their sexual conduct once they know they are infected.
Everything we do in our life has his rate of risk, be informed, educated and reduce your risk of infection and increase your rate of pleasure. Also follow the "Ten Commandments of Mongering" and you will be alright. Here are a few:
Never pay upfront. Risk of bad service or short time service increases if you pay upfront.
Do not Western Union.
Do not repeat a girl. This commandment can be broke only if the girl provide an extremely exceptional service but can increase the risk of WU improper conduct.

Damn, great post very informative. But you have to sort through what's propaganda and whats real. Alot of the Dr statistics are fabricated due to the fact that they need the tourist trade. But from my observations, homosexuality is not prevalent nor widely acceptable there. I can count on both hands the openly gay males iv'e seen in three years.
From a personal stand point, if a girl refuses a condom on the first time, sex is out with her. So I can't believe a heath gay male would accept sex from a complete stranger without a condom.
This is my last post on this subject because it depresses me, but I can't believe that hiv is running rampant in the DR. Stay away from girls in the drug culture and always strap up.
