Have yet to visit Monterrey but haven't heard many great things about it culturally. Just that it has lots of museums. Visited CDMX but wasn't able to see much due to Covid. To me it has some ruins and seems to focus more on that part of the culture. I really like Guadalajara and it does have the tourist theme of "Jalisco es Mexico". It's where tequila comes from and the mariachi.
