As you speak no Spanish, your options will probably be limited to gringo-centric places, like Tijuana, Acapulco, Cabo, and so forth. Expect to pay sky high prices, and gringo-centric service, IMO, is usually hit or miss. Whatever you choose, 3 weeks in Tijuana's zona would be incredibly boring. You could set up shop in Ensenada and explore wine country for several days. That might keep you busy for the better part of a week.

Three weeks in Tijuana? Oh boy I wouldn't have any time to recharge.
