Yes. That is one lot and there is another directly across from that lot. Or if those are full you can go across the bridge and there is the big lot. (which could be a bit cheaper than the lots directly next to Jack in the Box.

You will go through the Mexico gates, then border patrol inside the building, then just keep walking south for a block through the final gates into Tijuana where Taxi's will be waiting. Few taxi drivers will yell at you looking for your business before you get through the final gates but I normally just ignore and walk to the taxi stand after you exit through the gates.

Takes 10-15 to walk from Jack in the Box thru border patrol to get to the taxi. (assuming not much of a wait inside for the Mex border patrol to look at passport).
