When you cross the border at PedEast (near trolley station) and go to the taxis there is a big sign with official prices to different points in Tijuana. It states that Zona Norte is a 50 MX peso fare. That is about $2.70 USD.

Unless the driver has a SENTRI card and car, crossing the border would take 2 to 4 hours in regular lanes, depending on day and time. Knowing HK's limousine is unpredictable picking up within 3 miles South of the border, you may waste a lot of time waiting for them.

You can call HK and ask the front desk guys about this arrangement. They all speak decent English.
