Take control of the relationship. Dictate the terms where, when you want to meet and what you want to do with her. After knowing her a few years and she proves to be honest, loving with you, then you can be serious with her. For now tell her to meet you in the club or hotel in La Zona Norte, be clear about how much you would give her for BBFS.

You said you're "returning TO Tijuana on a Saturday early afternoon". The only times I've had ANY delay driving into Tijuana is during evening rush hour, especially Fridays.
OTOH, if you meant to say "returning FROM Tijuana on a Saturday early afternoon", I really have no relevant experience, but based on what I've seen posted here and other places, my guess is there'll be a few hours delay.

Sephora can get expensive, makeup isn't cheap especially if she wants a kit to apply the makeup. It will be much nicer for you to take her shopping instead of bringing it to her. I've done both and I enjoy taking a girl out shopping much more than just having them send me a wish list. Just make sure the shopping trip comes after your time together.
For your border wait you can look up the history on each day to cross. For example if you return on a Saturday in July you can expect about 75 min wait starting at 12 pm and the worst time to cross being 3 pm with a 105 minute wait.

Also if it's still a few weeks atajaste check the border apps wait time every Saturday at the time you plan on crossing to get an idea. Depending on how your time goes with her you might be better off trying to see if she wants to go to the movies and dinner. The mall were the Sephora is located is the newest mall in Tijuana and very nice.
Also if you are looking at better restaurants to eat at on the ocean I'd go further south towards Puerto Nuevo, or even Puert Nuevo. Unfortunately the best places in Rosarito don't have an ocean view.

I drive through the San Ysidro Ready Lane quite regularly, on Thursdays, around 8:00 - 9:00 PM. The wait is almost always about 20 - 40 minutes. But at other times, it can be up to several hours, depending.
I also use the BWT and Bordify apps (Android) to compare wait times, Ready Lane vs General Lane, and Otay Mesa vs San Ysidro. Both apps are actually reporting numbers that they get from the US Customs and Border Patrol, which are almost always seriously underestimated. For Otay Mesa crossings, I add 50% to whatever lies they're telling us, and for San Ysidro, I double their number. While far from perfect, this gives me a pretty good idea which crossing is best.
And the BWT app will show you a graph indicating which hours are your best bet. This is only available for the day in question, but it's useful if you're choosing between "cross now" vs "go get dinner first".

I drive through the San Ysidro Ready Lane quite regularly, on Thursdays, around 8:00 - 9:00 PM. The wait is almost always about 20 - 40 minutes. But at other times, it can be up to several hours, depending.
