16 year olds are adults in the majority of states in USA. To make it illegal you have to start a civil war. If the minority of states win, then the new USA have to invade EU, change the law, and back date the new law to even predate the US 'sex tourism law'. Then to arrest probably a UK citizen and UK resident that had nothing to do with USA. If the new USA want to do that, she can just as well invade Japan and Arab countries just to name a few, where adults are even younger. I'm sure no amount of prison can be built on time and the gas chamber may be required.
