I can only assume that it must vary week per week and is ever evolving. I normally withdraw cash from ATM using local currency and my bank does the transfer based on actual rates minus small fee (or no fee depending on your bank terms). This beats any exchange rates but I suppose it depends on your bank / country currency.

As noted by Edh007, I usually use ATM machines instead of the money changers, although I did get a good rate (and low fees) from the money changers at the Metro station in front of the Dubai Expo back in March.

There is a lot of money exchange in Dubai on the street and the malls (I would prefer the street one better rate). My advice to search nearby currency exchange places near you and call them beforehand and ask the rate. Then you compare it to the rate in Oanda (https://www.oanda.com/currency-converter/en/) to ensure you get the best rate possible. I think some of the hotels will exchange the money for you but however, don't expect a good rate at all.

For myself, I just withdraw from ATM the only issue for me is the daily limit if I have a very wild night. Be aware of the charges and what ATM to use. Depending on the option you select you might lose on the transaction (like withdraw fees and exchange rate) and whenever they give you any option for using the UAE bank exchange rate just select no. I also use my credit card for all my expenses except for the cash for the girls.

Best to do it at a mall at the numerous currency exchangers over there. The airport and the hotel will just dick you over so avoid them. I guess if the mall is not an option, then best to do it at the airport. I think the hotel will be the worst.
