You mean Rock Bottom Cafe at RAMEE Rose Hotel at Tecom? Yes, I've been there a couple of times. Good pick up joint for wide varieties. Asians, EE & African (Ethiopia) WGs and several others. Not sure what assurance looks like, if your concern is can you get laid in Dubai, the answer is yes you can and its pretty straight forward. You are not necessarily going to be running into WG's middle of the day at the average business hotel, you may see them in the evenings.
