That being said the rules has officially changed since last November see this link . Cohabitaiton is allowed and I can easily imagine that allows as well unmarried couples, especially bona fide tourists to rent a room. Now the hotel might have restrictions on registering a different guest everyday. I don't think rules change much during Ramadan, the better as some do is to call them and ask about their policy.
