But this person on the other end of the phone wanted money via credit on phone beforehand.

Is this a scam?

I had a similar experience to this with a girl I found on Tinder. I contacted the number and was given the name of a hotel in Bur Dubai and told to get in contact once I reached there. Upon reaching the hotel I contacted the number again. I was told to purchase mobile phone credit for 200 AED and give it to someone at the reception then I would be given the room number. At this point I didn't proceed as I felt it was most likely a scam. So I decided to drop the whole thing just to be on the safe side.

I arrived in Dubai last night and headed to Premiere at the Hyatt Regency Hotel. The club was filled with WGs. It reminded me a lot, in terms of numbers, like the old Circle Bar. The club was filled with Eastern Europeans, Arabs, at least one Indian and a few Chinese and Korean.

I have years of experience from Karaoke bars in Asia on paying the bar fine and getting the girl to come with me. For a short time had even loaned money to one of them when things were down. I am trying to figure out where to start on finding Moroccans. The places which I have heard about are sheesha bars which get active only after 2-3 am. I don't think I can be awake at that hour. I need something which gets me back with a girl latest by 11 or 12 so I am fast asleep by 2 or so. That's pretty much the lastest I can be out.
