Hi guys, a quick update as things are always changing in VN.

I can still do A1 licenses at very reasonable price

Can do A2 and Car Licenses
(again for people who DO NOT have a foreign license)

Also found out that if you are from FRANCE then if you have a Vietnamese Car License and proof that you have stayed in VN for 6months (visa etc.) then when you return to France you can EXCHANGE the Vietnamese Car License for a full French one!
(how do I know? my French customer told me)

I think its a catch22 situation where if you have the bike registered in your name you can apply for the lic, but you need the lic first inorder to get the bike registered in your name.

There was one dealer my wife spoke to regarding buying a SH300i and he said he wont sell it to me because I don't have the correct lic. Another one further up the street said he will sell it to me but don't mention his shop if/when stopped by the police.

It is definitely a catch22. I was pondering over this idea most of the day. I think, and I could be wrong, but I know any resident (temp/perm) are allowed 1 car or 175+cc motorbike for import, IF you do not sell it AND you export it when you leave. In doing so you will then be allowed your A2 license. However, IF you do not export it when your permit is up or you leave the country, you will be hit with an approximate 200% specialty tax along with other fees, which could be very costly. The 200% is based on the NEW MSRP of that bike/car. It doesn't matter even if you bring in a 1982 Yamaha "Piece-of-Shit", its still 200% based on when it was new.

I know for certain that the tax law applies and is true. The only question is, if they allow expats to import it. But when I imported my car from the US, I do remember there being that section about 175cc+ motorbikes. This was about a year and a half ago though.

Any other long time expats have any insights?

As of January 1st, 2009, the requirements for having an A2 license (motorbike over 175cc) has changed. Currently, these licenses are only issued to VN soliders, police officers, forest rangers, sportsman, and customs officers. There are talks that would amend the rule for expats, in which, if an expat owned a bike in his/her name then they would be able to apply/test for an A2 license. However, at this time, expats are not even allowed to own motorbikes over 175cc.

Remember this is a country where bribes go along way, however, I am imagining, that this particular license will be extremely hard to get.
