Even basic graphics software usually have a standard selection tool which give different shape options. Choose oval, select the area to be blurred then go to the blur effect option (gaussian blur gives the best result) , decide the degree of blur and click. Easy as that.

I use a fairly easy picture-viewer program to edit the pics, but it only has the rectangular crop tool with a 'cut' feature (leaves a black box). I have noticed other gents pics have the face blurred, in an oval. What software are you guys using for that?

Regarding the software: I guess there are numerous programs which could be helpful, but I'm using MS PictureIt or PhotoScape. But I guess there must be also some freeware available.
