California has no shortage of wealthy people happy to live there and pay taxes. Obviously, the revenue and record budget surpluses reflect this. It is a GOOD THING to have budget surpluses available to cover costs and keep the economy growing even during "rainy day" eras of inevitable Great Repub Recessions.

Yes, I realize a classic Hoover / Reagan / Bush / Trump Repub like you sees a surplus as an excuse to give the poor put upon wealthiest "a refund" so they can become even wealthier at the expense of everyone else. What you are describing is Keynesian economics. Sadly the Republican politicos all believe that if you keep giving the rich tax breaks and more tax breaks, everything will work out.
