If we had data on it, it is doubtful that Trump exceeded POTUS William Henry Harrison's level of economy and employment. It's for damn sure WHH signed and passed more beneficial legislation for the country than Trump did.

The reason these rebates go out each year is related to a requirement that insurers spend at least 80% of premiums on health-care costs and reimburse policy holders for the difference if they do not meet that threshold.
