With only 21 bills making it into law halfway into November, the 118th Congress, controlled by Republicans in the House and Democrats in the Senate, is on the most sluggish pace to make law since the Congress that met during 1931 and 1932.
Back then, Herbert Hoover was president, the Great Depression had started and talking movies were still new.
Rep. Chip Roy (R-Texas), part of a group in the House that has stopped several spending bills from advancing to the Senate, saw his frustration boil over on the House floor Wednesday.

"Nope. It isn't any "magical" factor like merely the Party of the elected officials in office at a given time when a given result occurs. It is about the legislation passed and stewardship performed by the member of that Party and avoiding doing really dangerous and stupid things. As I have pointed out and substantiated over and over and over again. But apparently not often enough. So I will continue to point it out and substantiate it again and again. Not that I want to. Hey, maybe the growing crime rates all through the Repub Nixon / Ford years and into the Carter years would have declined dramatically and steadily if only Joe Biden had been a more seasoned, mature, knowlegable, experienced and influential Senator in those years as he was by 1994 and was as a VP under Obama and is now as POTUS. Also, Carter had a much more damaging "thief" to tackle and tame in his 4 years in office than was happening with backyard fence latches being broken and other property crimes, namely the climbing Hyper-Inflation he inherited from his Repub predecessors and that he most definitely had solved months and months and months before Reagan took office.
At least those rates were on the decline in Carter's fourth year in office and that decline is what Reagan inherited from him in 1981. They sure didn't go anywhere but sideways through 12 years of Reagan and Bush1. The serious decline began and continued only after Clinton, Biden and the Dem Congress legislated, repeat, egislated repeat, LEGISLATEDa policy and followed that up with proper stewardship of the details that produced that result. Which is commonly referred to as "work" by elected officials. And that is anathema to Repubs, of course.

Flashback: In October 2021, Walgreens announced it was closing five San Francisco stores due to "organized retail crime" in the city.
The following month, San Francisco Police Department data showed the five stores set to close had fewer than an average of two reported shoplifting incidents a month since 2018.
Yes, but: Not all crimes are reported to authorities, especially if they are minor.
Why it matters: The Walgreens announcement was a key rallying point for San Franciscans who successfully pushed for the recall of then-District Attorney Chesa Boudin.
The recent statements could also show that Walgreens' closures were more tied to a shifting retail industry and efforts to cut costs, which Bloomberg reported years ago.
