My itinerary in the Philippines is completely open right now seeing on flying into Hong Kong and have yet to buy my flight into the Philippines. My biggest concern is the return flight and how busy the airport will be.

I am assuming that at this stage in your trip planning you are flexible on the order of your PI itinerary. There is nothing wrong with making MNL your final destination. As a matter of fact, I kind of like it that way.
