It's a combination of things. Ethanol lowers the sensitivity level of heat receptors in your throat (VR1's) and these same receptors bind with capsaisin. So unless you want more of that spicy flavor watch out.

Which proves my point. The alcohol will dissolve the capsaicin (not bind / neutralize it like oils or casein do) and then distributes it more evenly all through your mouth.
You just gave your mouth a "refreshing" phrik shower!
Fortunately it is only a burning feeling, capsaicin does not actually burn.

Fat binds with the capsaicin, so milk, butter, bacon, whatever, is a good way to tone down the heat. As you said, beer will do nothing.
