It says so in the terms of User Agreement, also see "a". (d) no one reads ISG except for punters like you and me - 99.999% of Germans don't read or even know about its existence, (e) "top government official in charge of supervising sex industry" likely has more important things to worry about "enforcing" - like trafficking, pimping, illegal visas, bribes, tax evasion. Enforcing "BBBJ bad" would be right at the bottom of his priority list.

I don't know how familiar you are with Germany. Could you name one german law which is unenforceable? There are many unenforceable laws that get passed by politicians for purely political reasons. This is one of them.
