I share your optimistic view and hope for the best in 2018. However, I think Germany should stay vigilant not to become a police state when dealing with prostitution. The Return of the Gestapo? Some German newspaper journalist should use that as an argument against this LR raid. It is quite outrageous. And hopefully it can change. These things usually just needs pr attention though.

The girls are also more likely to be victims of serious violence at these venues.

From what I know, given the historical baggage, the German government does not want to take big brother approach and regulate their citizens private lives. Condom policy is probably something that strictly falls under private lives of two consenting adults. They would definitely have other bigger priorities. Is the registration paper requirement the same as the requirement for the WG to provide their her address? If so, I believe the intent behind the physical address requirement is an attempt to ensure that the WG is working independently.

Regarding taxation, I've seen an article that estimates that German prostitution industry to be 15 billion EUR annually. I am not an economist, but that doesn't seem like a huge number to me. Quick Google search tells me that tobacco industry in Germany is worth 33 billion EUR. When people buy cigarettes in Germany, 60% is going to taxes. So if German government really wanted to get some uncollected tax money, they could go after all the illegally imported cigarettes. People act like Germany is this poor country that is dependent on the sex tourism industry for money. People act like money is the driving force behind the new laws. I am not sure if I can believe that.
