I haven't spent much time perusing all the details on World Travel 69's list, but I quickly discovered some inaccuracies that make me feel this list is either severely outdated or mistake-laden. For example, there is no membership fee to partake at Bar Idem, and the room prices are 31,000 colones for upstairs rooms and 36,000 for the two downstairs rooms. Haven't been to Pirate Club, but I do know they offer afternoon discounts for much less than $75 per hour. I have also sessioned at Krysis a handful of times over the past year, and the rate is $40/hour.
Re Hotel Little Havana, the CRT rate is $46 or 25,000 colones. They now have a number of rooms in the $100 range.

Which is most likely wrong, because it shows a Canadian Flag next to the number.

San Pedro would be the place. Ave 2 (PanAm Hwy) about 3 km East of City Center. Past the mall and cathedral turn left on Calle 3. Here you will find about 20 student bars and cafes in the 2 blocks leading to the University.
Take the bus marked San Pedro on Avenida Central (east end of the walking street) between Calle 9 and 11. It costs about 175c and takes about 15 minutes. A cab will take the same time and cost 1,500c.
