You might try Orange Suites, Haven Hotel or Hotel Du Parc.
I didn't notice as obvious of a police presence in Parque Lleras as in years past, but mostly I was just passing through on my way to Provenza. There usually are police around, but mostly they are unobtrusive.

Important to keep in mind: the San Peter management is much stricter about acceptable chica IDs than most hotels. In particular, if you're expecting a Venezuela, it's best to confirm with reception in advance that her form of identification will pass muster. The management (and ladies in reception) are straight-shooters (in a good way), and, I agree that offering a bribe to circumvent the house rules would most likely backfire.
