I will report how this goes. This hotel is less than 10 minutes walking distance from the centro action, less than 5 minutes taxi ride, and a bit closer to Poblado.

Step (1) Look for rental companies in Cartagena. I use several. I've even brought t-shirts and other crap from duty free to give the employees.
Step (2) Contact them (usually on whatsapp) and ask for nightly rate and room type. Don't chat them up. Just tell them what you want.
Step (3) Tell them you need a building that accepts visitors. Ask them what the rules are. Ask them again to confirm.
Step (4) Have fun!
I just got done booking my week long stay at 250 k a night. I could have haggled down to 220 k probably (I get the same place at 200 k during off-season in September and November). Balcony facing the beach. 5 minutes from Playa Hollywood. Several new buildings in the area. Furnished. Clean. Security staff very friendly. Only rule I ever heard was not having two chics at the same time but that shit never stopped me. Last trip I had 3 chicas in my apartment at one point.

So I found this hotel on Booking.com. Very tempted. The rooms look great and I'm reserving the VIP suite with the hot tub. The place seems very modern and clean, problem is chica-friendly or not.
So I called the whataspp number they have posted and spoke whoever answered the phone, they said that I can register 1 guest since I reserved a room for 2, and more than welcome to have visitors as well, but about 50 k a body! This seems real steep for me.
I loved staying in El Centro last year, Hotel Botero, but I was hoping to find better accomodations (better AC, small safe, modern, hot tub!) in the same area close to the heart of action.
If anyone tried this hotel, or has an idea of what can be a good substitute, please advise.
P. S: When I asked for Wolf66's advice, he said that's crazy! LOL! He advised to stay in Botero, and when I want to use a fancy room with hot tub, just use one of the short term love motels like 3 D suite and such. I am leaning towards the same decision, but thought I'd ask the pros in here.

The rooms don't have windows but I checked out a room, very nice spacious clean and quite. The lady managing said I can bring over as many chicas as I want, no charge. Asked her about caja de seguridad in the room, she said they no have but no problems there, not to worry. The hotel itself, on the first floor it is for garage car parking with one corner reserve for the reception area for the hotel. Odd arrangement but it works. The second and upper floors are for hotel rooms and the first floor for cars.
