    I doubt those are 3/4 star for those prices. Probably 1/2. I stayed at Eden Garden Hotel in a perfect location in back packer area between Bui Vien and Pham Ngu Lau streets. It says it's a 3 star and it's pretty decent for $22 a night with a good breakfast buffet and clean with comfortable but semi-hard bed. Girls have to leave their ID at desk.

    Also stayed at the Royal Hotel for $55 on Nguyen Hue which says it is 4 star but is girl friendly. Girls leave their ID at desk. Maybe not a typical 4 star but pretty decent if you wanted to stay in this area.

    FYI. Also booked Catina (a 3 star) in this shopping area and it would not let my girl stay there past 10 pm even if she was registered unless I had a marriage cert. She was pissed!

    I stayed at Giang Son 2, it was definitely GF. The room was a bit small, but clean and easy going staff, no problem.

    Most 2-3 star hotel in the Bui Vien, Pham Ngu Lao (back packers area) are GF, last time I was there, Sep 2015. IPeace, Eden Garden, Giang Son, Luan Vu are some names I remember.

    Most 2-3 stars by Ben Thanh market are also GF, I stayed at Xavier, Mifurki, Saigon Bloom.

    For all of the above mentioned hotels, the girl must show ID, but other than that, no problem.

    Have a nice stay in VN.

    Basically three three star and under places allow girls, 4 and above do not. So yes you could use agoda or something like that. But of course you want to make sure, and maybe then find the hotel's website, send an email letting them know you will meet a girlfriend in Vn and ask is it ok if she comes in your room. If they say No, ok you know not GF. If they say no problem, it's GF.

    I don't use hotels here, I live here. But this is what I would do if it was me. Or maybe just book first night somewhere and then go on foot next day door to door in area you want to stay in, asking similar question. That's how I used to do it. Usually fly in late at night anyway, so first night no point having GF room.
