What has been allowed is venues serving food (mainly restaurants), that have been SHA certified to be able to serve alcohol unit 9 pm. These approved establishments will have an SHA certificate proudly displayed with a certificate number that is registered in a database."
(The word legally should have never been used. Can get people in trouble. Nothing is legal about these police traps).

The CCSA held a general meeting chaired by PM Prayut today The official opening of Bars and nightlife venues have been pushed to January 15,2022.
There was rumours it would be November 15, then December 1. Unfortunately opening enterntainment venues does not look likely this year.
Having said this, now that the border is open, there will be more ladies returning to Bangkok. I think the venues to hook up will be very fluid IE will change daily or weekly.

It has everything to do with preventing it from being so blatantly obvious to even the casual passerby that it makes the authorities in charge look bad for not doing something about it or clearly complicit and supportive of the activity.
Curtains on a well traveled soi like Soi 11 and the little bend down that passage on Soi 7 provide at least some "buffer of deniability" on the issue.

How EihTooms described Soi 7 is quite accurate. The bars form a horseshow pattern where you enter off soi 7 to the left and there are many more bars etc along sub sois and eventually they lead back out into Soi 7 again. If you did not enter you would not notice that there is quite a lot of bars and women in there.
Since November 1 when quasi restaurants / bars, can serve alcohol again there has been a pick up in activity. Albiet rather muted. Mostly expats getting out for a drink again joined by a few 1000 arrivals. So the numbers are still thin on the ground and activity is very patchy. Some places seem good 1 night and the next night dead again or limping along again.
I went out to Soi 7 one night and it was pumping, then the next night dead. This was a few days after November 1, so I guess many more expats were coming out.
Soi 11 was probably the area that the curtain bars were referred to. There is a bunch of outside eateries half way up Soi 11 on the left which now have 2 rows of curtains out the front of each little row of establishments. There is probably 6 or so in a row. Once you pull back 1 curtain, then enter the second curtain it is just like a normal bar pre covid. These bars have been operating for the last few months and have been quite busy. There has been working girls in there but with their boyfriend rather than having large numbers of free girls on the hunt. I am sure some were available though. The police are always hanging around so are well aware of what is happening and surely directly the brown paper bags to the correct people higher up.
Soi 4 has been open since Nov 01. It is building but without Nana open missing its biggest draw the 20 or so establishments open never seem to be more than 1/3 full at the moment. It is worth a wander through.
Soi 8 has a few new restaurants / bars. Some nights it is quite lively but still nothing special. It is worth dropping by when in lower sukhumwit.
Summary: I have been surprised how some activity has sprung up relatively quickly. It is a mere shadow of pre covid, but way better than seeing these places dark and completely shuttered. If there is not another major covid outbreak these places might look half decent after Christmas. At the moment I would not jump on a plane to come here, but Jan or Feb it might be worth it.

That's still quite a bit more girls than your friend ever suggested were there when all he reported on were some weird bars with "curtains and people behind them." Nobody said anything about "super hot" girls, btw. Or "the hottest girls ever', the "hottest girls who worked in Thermae during normal times" or anything of the kind. Still, you and your friend should have been there last Friday and Saturday night. Looks like you both have "missed it" up to now.
And if you have to pay 500 baht barfine to a girl you already know, during these low and slow times, then you have a problem. Especially, if you already had BBFS and GFE with her before. It demonstrates to the bar owners what kind of customer the girl can get and ought to be brought to or pointed out to the customer as often as possible rather than the alternative. Some girls have actually told me that was the reason. Maybe you have never been a factor in that kind of bargirl tactic. 500 baht is no big deal for me to give them for that feather in their cap "gift."
How important can it be to them? I have had bar girls finally drop their already negotiated down asking price by the cost of the barfine so I will take them out right now instead of waiting for them to show up at my room after their bar closes. So it's either pay the 500 baht to the bar now or pay it to her directly later. I suspect that was the case here too. Exactly like the article reads. Plus, on Sunday I was eating at Burger King next to Nana and met an inspector / cop preparing for inspection / raid. I pretended to be a newly arrived tourist and asked him about the rules. He said exactly what I wrote above. I asked him for recommendations to where to hang out and he told me to avoid places that DO NOT have the certificates and look like bars with fly by night BBQ pits outside. And he noted the ones on Soi 7. He said they know everything that goes on. So for expats in BKK who think they are some covert secret society with all this hidden information, that's funny as heck.
In order for the police to collect tea money or raid money, the owners of these shady businesses have to be able to accumulate money in the first place. This is how the war on drugs work and so does the world of corruption. So they let the sales go on until it's time to collect and pay up. And yes, the entire Sukhumvit are their eyes and ears from the viagra and sex toys vendors, beggars, fruit stands, motors taxis and much much more. It's an entire network. So please, don't think by not discussing open bars on sex forum, you are somehow one step ahead of the police here in Thailand and doing everybody a favor. What did people think happened when Lisa on the Beach Bar got raided in Pattaya? That bar was located almost next to the police station. Foreigners got arrested and fined and then the bar reopened up the next night. Mean to tell me owners didn't know and weren't involved? They create this false blanket of security as if they got some magic stick to allow them to break the rules.

About Grab. I think I used a Grab car: the guy used a medical car (ambulance for those that can still walk but need to be picked up and brought to the hospital, hence my reservations), so I guess not a grab taxi but car. In Indonesia I used Go-jek and they did a good job, using Maps and GPS well. Grab car didn't. I picked the hotel on the map while ordering but they picked it by name and drove me to a totally different hotel, that shared part of the name and was a bit more well known. But there is still the possibility that I misunderstood. So, how can I be sure to have Grab car.
If you want to be puzzled by Bangkok's transport system then take a bus to Mo Chit station (from outside Bangkok) and try to get to the MRT Mo Chit with your luggage. Taxis didn't take me. Not even when I made clear to agree with any price. Ended up in a Tuk-tuk.
Getting a taxi from Khao San to Asok in rush hour seemed impossible. Until I proposed the nearest BTS station. Driver took me to Ratcha Tewi. From there I took the BTS to Asok.
If people take a motor taxi do you wear a helmet? I had an accident with helmet when I was still young. Now I won't take a ride without helmet.
In my hometown a lot of youngsters bought scooters and motor cycles. Seems Corona related. What to do with time and money. Now I get the idea that this is not a local thing.
